San Francisco Public Works (Public Works), City and County of San Francisco (City), is seeking to engage qualified cost estimating Consultants and/or joint venture teams to provide professional Cost Estimating services on an as-needed basis. A Consultant may submit a proposal on more than one of the RFQ''s for Cost Estimating Services out for solicitation by Public Works, but will be awarded only one contract.
On an as-needed basis, the Consultant, including its team of sub-consultants, will be required to provide cost estimating services for various building, infrastructure, and landscaping projects. Tasks may involve submittal of cost estimates at different phases of the design, field visits, attending coordination meetings with the Project Manager and designers, and other related work. Projects may include various building facilities, such as, library buildings, fire stations, police stations, health service centers, hospital buildings, recreation centers, parks, pump stations, and other City-owned facilities.
Statement of Qualifications (Proposals) will be received at 30 Van Ness Avenue, 3rd Floor, San Francisco, California until 2:30 P.M. Pacific Time, March 15, 2017. Consultants shall submit Proposals as required in the RFQ package. Late submittals will not be considered. The City intends to award up to three (3) Master Agreements, each having a 5-year term and up to $1,000,000 contract amount limit. The City reserves the right to change the number of contracts and contract amount limits to be awarded. Contract Service Orders (CSO’s) will be issued during the first four years only. Individual CSO’s may only exceed $600,000 with pre-approval from the Director of Public Works. This is an “as-needed” contract. Award of a contract neither guarantees all or a portion of the contract amount, nor does it guarantee that the projected amount would be expended.
Rating bonuses will be applied as per San Francisco Administrative Code Chapter 14B. The LBE Subconsulting Participation Requirement is 25%. In accordance with Chapter 14B requirements, all Proposers shall submit documented good faith efforts with their proposals except those who exceed the above stated LBE Subconsulting Participation Requirement by 35% (i.e. 33.75% Total LBE Participation for this RFQ). A pre-proposal meeting is not required.

In accordance with San Francisco Administrative Code Chapter 6, no proposal is accepted and no contract in excess of $600,000 is awarded by the City and County of San Francisco until such time as (a) the Mayor or the Mayor’s designee approves the contract for award and (b) the Director of Public Works then issues an order of award. Pursuant to Charter Section 3.105, all contract awards are subject to certification by the Controller as to the availability of funds.
