San Francisco Public Works (Public Works), City and County of San Francisco (City) announces a Request for Qualifications (RFQ) for the provision of professional Architectural and Engineering design services for health facilities on an as-needed basis.
Public Works is the primary agency providing multi-disciplinary architectural design and consultation services to other City Departments and Agencies. This Request for Qualifications (RFQ) is intended for projects by the Department of Public Health, including hospitals and general acute care facilities under jurisdiction of the Office of Statewide Health Planning and Development (OSHPD).
Projects will range from full professional services for design-bid-build projects requiring multiple disciplines, to projects of limited scope, which may involve only one specialized consulting service.
The City intends to award up to four (4) Master Agreements, each having a 5-year term and up to $2,000,000 contract amount limit. The City reserves the right to change the number of contracts and contract amount limits to be awarded. Contract Service Orders (CSO’s) will be issued during the first four years only. Individual CSO’s may only exceed $600,000 with pre-approval from the Director of Public Works. This is an “as-needed” contract. Award of a contract neither guarantees all or a portion of the contract amount, nor does it guarantee that the projected amount would be expended.
Statement of Qualifications (Proposals) will be received at 30 Van Ness Avenue, Suite 4100, San Francisco, California until 4:00 P.M. Pacific Time, February 10, 2017. Consultants shall submit Proposals as required in the RFQ package. Late submittals will not be considered. Rating bonuses will be applied as per San Francisco Administrative Code Chapter 14B. The LBE Subconsulting Participation Requirement is 20%. In accordance with Chapter 14B requirements, all Proposers shall submit documented good faith efforts with their proposals except those who exceed the above stated LBE Subconsulting Participation Requirement by 35%. A pre-proposal meeting will be held on December 7, 2016, 10:30 A.M. at the Public Works University, 30 Van Ness Avenue, 3rd Floor, San Francisco, California.

In accordance with San Francisco Administrative Code Chapter 6, no proposal is accepted and no contract in excess of $600,000 is awarded by the City and County of San Francisco until such time as (a) the Mayor or the Mayor’s designee approves the contract for award (b) the Director of Public Works then issues an order of award. Pursuant to Charter Section 3.105, all CSOs are subject to certification by the Controller as to the availability of funds.
Consultants with billing classifications subject to prevailing wages on public works projects may not be awarded a contract unless such Consultants are registered with the Department of Industrial Relations (DIR) at the time of award.
